A large integrated national oil company (NOC) in Asia needed a plan to design and implement a system that processes and analyzes real-time data. This system would provide remote guidance for on-site operations, aiming to reduce safety incidents and support engineering decisions, thereby sustaining and increasing operational efficiency and productivity in its oil field service delivery.
The project aimed to design a technological solution, along with the necessary organizational structure and processes. This was done by defining critical success factors and assessing the client’s current technical, organizational, and process situation. Next, a gap analysis was performed against well-known solutions. Using information, a list of requirements was derived, and a custom solution was designed specifically for the client. The proposed solution included detailed technical requirements for system design and an implementation and change management roadmap.
A Halliburton consulting team developed a hybrid organizational model to meet the project’s objectives. This design established the technological and process requirements to complete the design. The proposed system consisted of a four-level solution, starting at the company’s global headquarters and extending through regional offices, specialty divisions, and field support staff. The organizational structure, process requirements, and technological design were defined for each of the four levels.
